These courses are part of the project "Improving the awareness and skills of policy-makers at grassroots level and relevant parties of economic-ecological-economic transformation in Vietnam" co-launched by IPAM and Rosa Luxembourgh Stiftung (RLS), Federal Republic of Germany. 80 people participating in the courses are leaders of the province people's council, city people's council, district people's council, and leaders and staff of the functional bodies, political organizations in Vinh Long.

Speaking at the opening ceremony, Dr.Pham Tat Thang (Vice Chairman of the National Assembly Committee for Culture, Education, Youth, Adolescents and Children - Vinh Long province's member) expressed his expectation the learners would improve their awareness of the issues related to local economic-ecological-social transformation.
On behalf of the local leaders, Dr. Bui Van Nghiem (Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Vinh Long province people's council) noted: the training courses greatly contribute to the training of Vinh Long province's government staff in the current era, which will provide them with such skills as policy analysis and making, policy implementation and evaluation skills, legal document analysis, decision-making and problem solving, conflict management, planning, and task implementation and supervision. The courses adopt a parallel model (combining both theoretical and practical aspects) and up-to-date teaching methods transferred from the German experts of the Training Department of RLS to the Vietnamese lecturers during the period of 2016-2017.
During the two courses, the students actively discussed the economic-ecological-social transformations and local policies in such areas as resource management, land acquisition and compensation, and poverty alleviation. Dialogues between the students and between them and the lecturers created an open and meaningful atmosphere, helping the former to actively apply their knowledge on solving practical cases.
At the end of the courses, the students highly appreciated their contents and the teaching and organization methods by IPAM. They also expressed the desire to participate in other courses on policy making skills in the future.

At the closing ceremony, Mr. Nguyen Minh Dung (Member of the Party Committee and Vice Chairman of the Vinh Long province People's Council) on behalf of the provincial leaders thanked IPAM and RLS for sponsoring and facilitating the successful implementation of these courses. Also, the provincial leaders had discussed with IPAM about strengthening cooperative activities in policy research and training in the coming time.
