The workshop is an activity within the research project “Social mobilization policies for high-quality human and technology resources in the context of international integration” (Code KX01.01/16-20), under the State Program for Science and Technology KX.01/16-20 “Study of crucial social and humanistic issues to contribute to socio-economic development” chaired by the Institute for Policy Analysis and Management (IPAM), USSH and directed by Assoc. Prof. Dr Dao Thanh Truong.

Speaking at the conference, Prof. Dr Nguyen Van Kim (USSH’s Vice Rector) summarized the recent achievements made by the University in policy analysis and management studies. As such, USSH’s IPAM has been considered one of the leading units in successfully conducting projects at different levels; holding domestic and international conferences and seminars on science, technology, and innovation. The results gained from these projects have been drawing the interest of policy-makers and the academic community, contributing valuable insights to the development and evaluation of science and technology policies in Vietnam.

This workshop was thus a continuation of a series of academic activities that help researchers, scientists and policy-makers share theoretical and practical discussions about social mobilization policies for high-quality human and technological resources in the present context of intellectual competition between countries.

Two contents were focused on in this workshop: how to extend the platform for social mobilization in science and education? How to apply social mobilization approaches in science and technology policies?

The papers at the workshop referred to the 4th Industrial Revolution as a turning point, generating technological products and services that seek to combine physical and digital applications – the Internet of Things and the creation of cyber-physical systems. According to the participants, these changes necessarily impact traditional methods of labor arrangement, and consequently, the means of production will be gradually replaced by means of information.

As a special workforce with the power of creativity, high-quality workers will be able to access digital instruments to seek opportunities and environments where they can maximize their skills and capacity, thus triggering the movement of workers across countries, regions, industries, and scientific and technological fields.

The participants noted that: The social mobilization of high-quality human and technology resources is increasingly diverse and accelerated, which on one hand helps create new advanced scientific and technological achievements, and on the other hand complicates the brain drain in countries such as Vietnam. This highlights the need for theories and approaches to social mobilization for high-quality human and technology resources, providing proper solutions in the process of labor migration to create surplus values for Vietnam instead of further increasing its current gaps in human resources.
