The project was aimed at synthesizing and analyzing domestic and foreign literature; examining and evaluating the status of external communication in Hanoi since Doi Moi and suggesting solutions for improving the quality of external communication in Hanoi until 2020. While the previous seminar focused on the general context, concepts and opinions related to the development of external communication in Hanoi, this one concentrated on the development of essential solutions for this practice, so that an advanced model of external communication in Hanoi could be invented.
Dr. Nguyen Viet Chuc (Former Director of Hanoi Department of Culture and Information) presented his paper “Solutions to improving the management of external communication in Hanoi”. After introducing some basic issues, he proposed a set of solutions divided into general solutions, solutions for managers, solutions for executors and solutions for functional units.

Representing a well-known institution in terms of external communication, Assoc.Prof.Dr Pham Minh Son (Academy of Journalism and Communication) proposed a set of solutions to improve the performance of public agencies responsible for external communication in Hanoi and put a particular emphasis on developing human resources. His paper suggested a number of recommendations to further consolidate and connect various agencies from municipal level to central level in this particular practice, and to develop the training of foreigners in Vietnam.
The paper of M.A. Nguyen Thi Mai Anh (Head of Office for External Communication, Hanoi Department of Foreign Affairs) pointed out 12 types of external communication currently practiced in Hanoi, elucidated their advantages and disadvantages and provided relevant solutions.
M.A Nguyen Son Minh (Vice Dean of Faculty of Journalism and Communication, USSH) presented findings from his social survey of the reception of external information based on which he proposed a set of performative standards for the external communication of Hanoi.
Assoc. Prof. Dr Pham Quang Minh concluded the Seminar by emphasizing the importance of necessary solutions, from adjustments of thinking and awareness to better connection between management bodies and the specific models of external communication until 2020. In particular, he highlighted the need to devise practical solutions based on the identification of crucial and key elements that helped elevate the performance of external communication. In light of information globalization, Hanoi - the political, economic and cultural center of Vietnam – faces both opportunities and challenges. External communication should be further developed to contribute to the sustainable and comprehensive development of this capital and the whole country.
